Just following up on John Barons piece in todays Gaurdian Leeds are you still having issues with bin colections?

On a personal note after the missed collections at the end of last year and into the beginning of this, we have now been getting regular collections of both Green and Black bins. 

That said, our new neighbours who currently don't have any bins (presumably waiting for the council to deliver them) have dutifully been putting out the rubbish on collection day in bags next to our bins and on each of the last four occasions the bin men have simply refused to collect them. 

It just seems very petty to leave rubbish in bags as you collect the bin stood next to them.
